Stop the server, replace server.properties in the server folder, then start it.
Console commands for PvP and command blocks

Run once in the server console. In game, as an operator, put a slash in front.

Method
How the file is put together
A Minecraft: Java Edition server reads server.properties once, at startup. Each line is a key, an equals sign and a value. The generator writes the keys people change most, and with the full file option it adds every other key at its default so the file is complete.
Key names, allowed values and defaults follow the Minecraft Wiki page for server.properties, Java Edition 26.3. The form opens on those defaults, so a file you copy without changing anything matches the one the server writes for itself. View distance and simulation distance accept 3 to 32, the port 1 to 65534, and a MOTD longer than 59 characters can make the server list report an error.
Two defaults deserve a second look. white-list is true in a 26.3 file, so only players you add can join until you turn it off. online-mode is true, which checks every player against a Minecraft account, and it should stay on for a public server.
PvP and command blocks are not in the file. Java Edition 1.21.9 moved both to game rules, so the generator gives you two console commands for them. The file also leaves out management-server-secret, which the server fills with a random value of its own. A key that is missing, or holds a value the server cannot read, is set to its default at startup.

Where does server.properties go?
In the server's main folder, next to the server jar. The server reads it once at startup, so stop the server, replace the file, and start it again. Changes made while the server is running are not picked up until the next start.
Why are PvP and command blocks not in the file?
Java Edition 1.21.9 removed pvp and enable-command-block from server.properties and made them game rules. The generator gives you the two commands to run in the console instead: gamerule pvp and gamerule command_blocks_work. On 1.21.9 and 1.21.10 the second rule is called commandBlocksEnabled. Servers older than 1.21.9 read both settings from the file.
Nobody can join my server after I used this file. Why?
Check the whitelist. In a 26.3 file white-list is true by default, so the server turns away everyone who is not on the list. Add players from the console with whitelist add and the player name, or untick Whitelist in the generator and copy the file again.
Will changing the seed or level type change my existing world?
No. level-seed and level-type are used when a world is generated. A world that already exists keeps the terrain it has. To use a different seed, point level-name at a new world folder or remove the old world first, after taking a backup.
Is anything I enter sent to Puranode?
No. The file is built in your browser. The page makes no request with your inputs and stores nothing.
